ANALISIS SENTIMEN WARGANET INDONESIA TERHADAP PERUBAHAN KEBIJAKAN TABUNGAN PERUMAHAN RAKYAT

Pemerintah Indonesia baru saja mengeluarkan kebijakan Peraturan Pemerintah Republik Indonesia Nomor 21 Tahun 2024 tentang Perubahan Atas Peraturan Pemerintah Nomor 25 Tahun 2020 tentang Penyelenggaraan Tabungan Perumahan Rakyat. Kebijakan ini menuai polemik di masyarakat yang dapat dilihat dari banyaknya aspirasi warganet yang tersampaikan melalui kanal-kanal berita di media sosial. Dalam perspektif kebijakan publik, partisipasi warganet ini menunjukan bahwa masyarakat memiliki kesempatan untuk menyampaikan aspirasinya secara argumentatif dengan tujuan agar aspirasi yang disampaikan dapat memengaruhi pembuatan maupun implementasi kebijakan yang sesuai dengan kebutuhan masyarakat. Penelitian ini bertujuan untuk melihat sentimen warganet terhadap perubahan kebijakan yang terjadi. Selain itu, penelitian ini mencoba untuk mengupas topik utama opini dari warganet terhadap kebijakan tersebut. Data diambil dari komentar warganet yang berasal dari tiga kanal berita di instagram yakni detik.com, tempo.co, dan liputan6. Data yang sudah diambil akan diolah dengan bantuan aplikasi Rapidminer. Hasil penelitian menunjukan bahwa warganet memiliki sentimen negatif yang tinggi yakni sebesar 16.171 komentar (85%) dibandingkan dengan sentimen positif yakni sebanyak 2.945 komentar (15%). Banyak topik-topik yang dibicarakan oleh warganet yang menunjukan ketidakpercayaan pemerintah terutama dalam hal pengelolaan keuangan Tapera seperti terindikasi korupsi dan penyelewengan yang lainnya. Berdasarkan hasil penelitian, dapat disampaikan rekomendasi kebijakan kepada pemerintah untuk lebih responsif dalam menangkap sentimen, pendapat maupun masukan dari masyarakat terhadap kebijakan. Pemerintah juga perlu untuk memberikan sosialisasi yang lebih masih agar kebijakan dapat disampaikan dengan lebih jelas sehingga tujuan kebijakan akan semakin mudah tercapai.
