Mewujudkan Tata Kelola Sistem Pangan Pasca Pandemi Covid-19 melalui Perumusan Regulasi Pangan yang Terintegrasi
Abstract
Indonesia has experienced a decline in food security status due to the Covid-19 pandemic indicated by the results of GFSI, FSVA and PoU analysis. The decline has been driven by vulnerability in Indonesia’s food system that is easily disrupted by shocks. In this situation, FAO recommends for countries to transform their food system. Indonesia already has food regulations as the basis for food governance. Currently, there are still limited studies explaining to what extent the Indonesia’s food regulations are in accordance with the food system concept developed by FAO. This study used a qualitative approach with secondary data, where document study and content analysis were implemented to collect and analyze the data respectively. The results of this study show that Indonesia’s food regulations are in line with the FAO’s food system concept. However, at this moment, there is still no regulation that technically rules the coordination mechanism between Ministries/Agencies in integrated manner from upstream to downstream. Furthermore, this study recommends to formulate a national food governance framework involving all Ministries/Agencies based on their duties and functions.
