NEUTRALITY OF THE ROLE OF STATE CIVIL APPARATUS IN PUBLIK POLICIES AND GENERAL ELECTION

Abstract

This paper aims to describe what the role of the state civil apparatus is in public policy andhow important the neutral attitude of the ASN is in general elections. This role will bereviewed based on Law Number 5 Year 2014 concerning State Civil Apparatus and LawNumber 7 of 2017 concerning General Elections and derivative regulations in the form ofGovernment Regulation Number 53 of 2010, Election Supervisory Agency RegulationNumber 6 of 2018 and Number 28 In 2018. Conclusion is concise that the role and neutralattitude of ASN in public policy and general elections are very important, but in itsimplementation it is still far from expectation, even though there have been a number ofpublic policies that regulate prohibitions and sanctions if an ASN is not neutral in general elections.
