Abstract
The Local Government regulation on the Protection and Empowerment of Micro, Small and Medium Enterprises (MSMEs) in Tulungagung (Local Government Regulation 4/2013) is expected to contribute to post-pandemic recovery. The goals of Local Government Regulation 4/2013 is to increase economic growth, reduce unemployment, and reduce poverty through the protection and empowerment of MSMEs. This goal is in line with the needs of post-pandemic recovery. Local Government Regulation 4/2013 will only be effective in post-pandemic recovery, if previously this regulation has been proven to be able to realize its objectives. To determine the achievement of these goals, an impact evaluation was carried out using a single interrupted time series analysis approach. The results of the analysis show that after 8 years of implementation period, Local Government Regulation 4/2013 has no impact on increasing economic growth, reducing unemployment, and reducing poverty.
