Policy Strategy of Covid-19 Handling Toward Regional Economic Recovery of West Java Province

The strategy of West Java Provincial Government in handling Covid-19, especially in relation to the regional economic recovery is a relevant and crucial issue at present. Given that West
Java is the largest export contributor from January to December 2020, amounting to 16.28%. The method used in this paper is an explanative qualitative method, and the data sources used are literature studies, weekly report of the West Java Provincial Government's Covid-19 handling committee, minutes of meeting, and credible online media. This study also aims to
provide an overview of how the policy strategy for handling Covid-19 in the regional economic recovery of West Java Province. Several policy strategies from the results of the study include regulations that affirmatively support and become the legal umbrella for handling Covid-19 in West Java Province which is carried out continuously from 2020 to present, as well as the acceleration program for handling Covid-19 launched by the Governor of West Java in 2021 in order to further accelerate the process of handling Covid 19. Several policy programs in economic recovery in 2021, namely: the PUSPA program (Integrated and Champion Health Centers), which will be implemented at 100 health centers in 12 districts / cities, and the millennial farmer program. Policy strategy for handling Covid-19 using the pentahelix model is the main strategy carried out by the West Java government based on collaboration, coordination and interaction between policy actors. The Penta helix model is supported by new findings in this study, as aspirational leadership and from institutional elements with Covid official (satgas) at the Provincial, Regency and municipality Government in West Java.
