The assessement method used for this purpose is explorative research and descriptive analysis. The results of this study provide short-term policy suggestions. First, to provide motivation by providing business climate that encourages fair competition and provides easy accesses to capital. Second, to provide training which includes the development of business networks, marketing and business partnerships; training to new entrepreneurs; business consultations to entrepreneurs; and managerial training especially for start-up companies and SMEs. Medium-long term suggestions are to provide incentives for innovative products; supports for facilities and infrastructure for the growth of innovation; and to make regulations so that big companies could provide coaching facilities for entrepreneurs.
