GOVERNMENT'S ROLE IN KARTU PRAKERJA POLICY IN RECOVERING WORKER WELFARE DURING COVID-19 PANDEMY

Abstrak

The Covid-19 pandemic paralyzed the Indonesian economy that companies laid off layoffs.
Responding to this question, the government issued Kartu Prakerja policy to help workers
recover their economy. The budget allocation for the Kartu Prakerja Program is doubled from
10 trillion to 20 trillion rupiahs. Instead of helping, this policy created polemics in public. The
polemic is such as public disagreeing with online training which is relatively expensive;
potential beneficiaries have difficulty accessing websites, sites that are down, failing to enter
data, unverified ID Card, and limited accessibility for vulnerable people. Based on this, this
paper is made. The method used in this paper is the literature review, from books, journals,
news from newspapers, and credible online media. The paper aims to provide an overview and
thoughts on the role of the government in Kartu Prakerja policy in recover the welfare of workers during the Covid-19 pandemic. Based on the discussion in this paper, Kartu Prakerja
can help workers overcome the economy, but it has not been maximized in recover workers'
welfare as before the Covid-19 pandemic. Therefore, the central and local governments have
to work together and coordinate in monitoring, comparing and evaluating Kartu Prakerja
policies, and the role of local governments must be maximized in the process of implementing
Kartu Prakerja.
