CHALLENGES OF INTEROPERABILITY GOVERNANCE IN VILLAGE AND SUB-DISTRICT PROFILE INFORMATION SYSTEM AS AN EFFORT TO SUPPORT THE ONE DATA INDONESIA PROGRAM

Abstrak

The Village and Sub-district Profiles Information System is a system developed by the Directorate General of Village Government Development at the Ministry of Home Affairs to support the implementation of Minister of Home Affairs Regulation Number 12 of 2007 concerning Compilation and Utilization of Village and Sub-district Profiles. The system is used to facilitate data entry by village and sub-district governments as well as being a source of data and information related to the profiles of all villages and sub-districts in Indonesia. As the need for data interoperability increases and the enactment of Presidential Regulation Number 39 of 2019 concerning One Indonesian Data, the Village and Sub-district Profiles Information System has the potential to be able to optimally support the program through the development of interoperability governance. This study was conducted to analyze the challenges in developing interoperability governance in the the Village and Sub-district Profiles Information System as an effort to support the One Indonesian Data Program. The results of this study shows there are various obstacles in realizing interoperability governance both in terms of legal, organizational, semantic and technical interoperability.
